The Panerai design has the advantage of still allowing the watch to be wound while the crown is locked in place. The lever is an interference fit to the top of the crown. So if the screws are just a bit loose on the guard: it will cause it to feel loose. Looking at your photo: the lower portion of the guard looks gapped to the case: thats the screws being loose.
