The independent drive wheel on the 3rd wheel post has likely come off or is so loose on the post it is not turning the sweep pinion. Simple fix more than likely. Sometimes tapping it could cause movement, etc. I noticed the problem the most after it would try to sync the time at night then the second hand would be off by anywhere from 3 - 20 seconds, but not the digital time.
